There were no Matters arising from minutes] Correspondences, Correspondences were received from Donegal County Council regarding Mast Site, Donegal Electoral Area Draft Budget Tomas Pringle, Comoradh an cheid Scoil na Coguise, Kilcar Tidy Towns Letter, Donegal Co Co Toghchain Fhoram Pobail, CCS Invoice, NB It was agreed that a Letter be sent to Donegal County Council to seek a number of points of clarification on mast at Croghmuckros Report on meeting with Donegal Co Co Seamus O Donnell gave a detailed report on all issues raised at the recent meeting with Willie Freeney , Details are on file with parish Council FAS Workers A discussion to place on the FAS Scheme in the Parish Udaras Na Gaeltachta Michael Lyons and Margaret Brady gave a report on this meeting Roinn Na Gaeltachta. Sean Mc Closkey was presented with a certificate. Plean Teanga: Mickey Lyon’s gave report on meeting in Galway at which different organisations from all parts met. Funding now will only be given to one elected group. No small groups, all under one umbrella. Glencolmcille, Kilcar and parts of Ardara will be under one group. A plan will have to be put together for this area. All documents will be in gaeilge In seven years if 67% of school children getting deontas in the area, funding will be stopped. Margaret Brady was critical about names put in the news paper through English, with people getting certs. She also said that she should have been invited to Galway to the meeting with Udaras and said she wished to resign from the various sub committees due to lack of support/interest. Sean Byrne & James Mc Brearty said it would be a loss if she resigned. A discussion took place about the Plean Teanga agus na Forbartha Pobal sa Ghaeltacht following a reading by James Mc Brearty of the document. Fr. Eddie Gallagher said it would be difficult to tie both communities together, he didn’t think the plan would work. It was decided to meet Tuesday next (09/02/10) at 8 pm to discuss what action would be taken. Other items: Seamus O Donnell took up the state of the Cashlings to Shannagh road. Cllr. Pringle to speak with engineers who are coming down on Monday to view it. Sign at Glynns with (towns symbols on it) not yet erected, this is the one Cllr. Byrne was getting done. No sign for Kilcar at Halls, and sign at the Rock broken and left at Shaun Mc Closkey’s. Sean Byrne referred to the sign at Carrick which does not mention Kilcar, but mentions Killybegs, Ardara etc. John O Donnell referred to the road between post office and O’Gara’s Bar which is full of pot holes. Shaun Mc Closkey referred to the question of bills sent to various people for water charges. Mickey Lyons referred to the need to pipe one side of the road from Cara Cunningham’s to Mc Closkey’s Cllr Pringle noted all the above. John J Mc Brearty, Others Present Proinsias Mac Giolla Cearra., Hugh Gallagher, Maire Ni Bheirn, Declan Mc Shane, Fr Eddie Gallagher, B Hegarty Correspondences: A number of Correspondences were dealt with and others deferred to Feb Meeting James Mc Brearty Chairman of Kilcar Parish Council: In his address stated that it was an historic night for Kilcar Parish Council, Over the fifty years of its existence the Parish Council and its members had made a massive contribution to the life and development of Kilcar Parish. He stressed that the Parish Council had created a culture of co-operation over the years. He outlined the achievements of the Parish Council over the 50 years he stated that it was imperative to have a strong Parish Council in the coming years in a much tougher climate. Finally he hoped that in 50years time there would still be a strong Parish Council in Kilcar Founding Members: Mayor Byrne Presented Certificates to Hugh Gallagher and Proincias Carr who were two of the founding members present ,Benny Hegarty accepted the certificate on behal oh Michael Hegarty and Patrick Mc Brearty accepted on behalf of Eddie Mc Cahill Present Members: In the presence of Mayor Brendan Byrne Fr Eddie Gallagher presented a certificate to all of the current members present to acknowlage the fact that they were members of Kilcar Parish Council on the occasion of its 50th Anniversary Website: The Secretary John Campbell informed the meeting that the new Web Page was well advanced and hoped that it would become ‘live’ in the coming week. He thanked Sean o Beirne for all his assistance in preparing pictures of the 1960 Parish Council for the Website. Playground: The Financial details of the Playground at Kilcar NS were before the Council Total Cost was 83.109 The Money was Raised by 75.000 MFG to Kilcar Parish Council, Local Cllr Brendan Byrne Mayoral Fund 4,600. Kilcar Parish Council 600 Kilcar Playgroup 2,400 the balance from others On a Proposal from John O Donnell and Seconded by Sean O Beirne it was agreed to pay all remaining moneys and transfer balance to Kilcar NS. It was agreed that That all issues relating to the 20 year Gaeltachta plan will be dealt with in detail at the Kilcar Parish Council February meeting which will be held in the Parish Hall on Thursday 4th February at 8.
